The new Cooking Channel from Scripps Networks International (the owners of Food Network) will begin began broadcasting on May 31, 2010.  Originally scheduled for launch this fall, the date was moved up to coincide with Memorial Day!

It has been reported that Emeril Lagasse, Rachel Ray, and Bobby Flay will all have shows on the new network.

Commercials urge cooking show enthusiasts to call their cable company for details.

Here's what we learned from Wikipedia:

Lagasse's new show, called Emeril's Fresh Food Fast, will show viewers how fresh food can be prepared in a minimal amount of time without sacrificing taste. Flay's new program will focus on weekend brunches, and Ray will show viewers how to plan a week's menu by cooking them all in a single day. Flay's show will be titled Brunch @ Bobby's.  Other new shows will come from cooks in Canada and Great Britain, such as Food Network Canada host David Rocco, who will host the self-titled David Rocco's Dolche Vita and Irish chef Rachel Allen with her own eponymously-titled program. The remaining tentative new shows are: Chuck's Day Off, Chinese Food Made Easy, Everyday Exotic, French Food At Home,  Drink Up, Foodography, Spice Goddess, Indian Food Made Easy, Cook Like an Iron Chef, Caribbean Food Made Easy.
